Organizational Structure

Department of Health, CHD Central Luzon

The Board of Health, now know as the Department of Health was formally established on September 29, 1898 under General Order No. 15. this Board has since undergone several major transaction and recognizations including the implementation of regionalization in 1959.

The Regional Health Office No. 3 (RHO 3) used to be under the Regional Health Office No. 4 circa 1967. On september 1, 1974, Region 3 was weaned away from its mother region and the Regional Health Office No. 3 was established at San Fernando, Pampanga, which serves as the regional capital for Central Luzon.

The ogranization took effect with a handfull of personnel who were mostly handpicked from the original Region 3 personnel complement. However, the working force gradually increased with the appointment of young technical and administrative staff.

The RHO 3 gradually expanded its activities and found ways and means to adjust to the complexities of problems that beser the office in coping with the expectations of the providing effective delivery of health care to the people in the Central Luzon Region.

As per the 1987 Constitution, the RHO 3 fullfilled its mandate of making essential goods, health and other services available to all people at affordable cost, with priority for the available to all underprivileged, sick ,elderly, disabled, women and children; free medical care for the poor was also given.

With the implementation of the Local Government Code of the 1991 (RA 7160), the mandate of the Department of Health and its regional offices changed from program implemantation to policy formulation, planning, regulatory services and the provision of technical assistance to local government units, which hence were tasked, with the delivery of health services. However, the Region will take charge of the health service delivery in case of declaration of disaster and upon request of local executives.

We at DOH, together with our partners, shall ensure the highest standards of health care in complicance with the statutory & regulatory requirements.
